The physicians shouldn't have robbed the body from the grave without permissions. When the people found that their family's body was stolen from the grave, they shouldn't have made a riot right away before they found out what happened with their loved family. The crowded people could have done the different way to let the physicians know they have done the wrong things. Then, the governor will not have killed the people who was lost their temper to defend for their family's body.

Maybe the phsycians jsut wanted to use the bodies to do the legal academic and medical research.
I believe that they didn't mean to some bad things.
The gorvernment shouldn't have killed them to calm them down.
May be they should have ask for the permission first. And there are also more people to donate thier bodies for medical research as volunteers.
